Tree removal in Tappan: what is different here
Tappan is one of the oldest settlements in Rockland, with an 18th-century core around Main Street, the '76 House and the DeWint House, and 1950s to 1970s neighborhoods spreading out toward Route 303, Western Highway and the New Jersey line. That age shows in the trees: huge old sycamores, oaks and sugar maples along Main Street, Kings Highway and Oak Tree Road, and mature backyard shade trees that were already big when the post-war houses went in.
Old trees on small historic lots are the hard jobs here. A 100-year-old oak with decay in the trunk, standing a few feet from an 1800s house and a stone wall, has to come down in small, roped pieces, often with a crane, and the crew has to protect walls, slate walks and old foundations. On the newer streets the work is more typical: storm-damaged maples, dead ash and overgrown evergreens near the house.
Do you need a permit to remove a tree in Tappan?
Private yard trees: Tappan is a hamlet of the Town of Orangetown, and the Orangetown code has no general permit requirement for removing a tree on a developed residential lot. Orangetown's tree rules are tied to building and land-use applications: in the Town's two designated Critical Environmental Areas (Upper Grandview and Environs, and the South Nyack Mountainous Area, both on the Hudson side near Nyack) every tree 8 inches or more in diameter at 54 inches up must stay on a site with a permit application unless the Building Inspector marks it as essential to remove, and site plans and subdivisions must show existing trees and clearing limits. Clearing a lot ahead of a Planning Board application is treated as a violation.
Historic area note: Tappan's historic center is one of Orangetown's designated historic areas, and exterior changes there go through the Town's Historical Areas Board of Review. We did not find a rule in the code that makes a plain tree removal on a private lot need that board's approval, so treat this as a call to make, not a rule: if your property is in the historic area and the job also touches walls, fences, walks or the streetscape, ask the Town's building office first.
Street trees: trees in the Town right-of-way belong to the Town, and Orangetown's Shade Tree Commission handles street tree planting. County and state roads (Route 303, Route 340, Route 9W and others) have the County or NYSDOT as owner of the trees in their right-of-way. Ask before cutting anything between the sidewalk and the curb.
Where to ask: Town of Orangetown Office of Building, Zoning, Planning, Administration and Enforcement, Town Hall, 26 Orangeburg Road, Orangeburg NY 10962, (845) 359-8410.

Common tree problems in Tappan
- Very old trees with hidden decay. Hollow trunks, old cavities, fungus at the root flare and large dead limbs are common in century-old sycamores, oaks and maples. A professional assessment tells you whether cabling or reduction can save a tree before you remove it.
- Trees against old masonry. Roots lifting stone walls and walks, and trunks grown into fences. Removing these without damaging the masonry takes care and costs more.
- Dead ash and dying beech. Emerald ash borer and beech leaf disease are both present in Orangetown's older neighborhoods.
- Storm limbs over the street. Big limbs over Main Street, Kings Highway and narrow side streets mean road work permits or traffic control for some jobs.

Tappan questions
Do I need a permit to remove a tree in Tappan, NY?
Tappan is in the Town of Orangetown, which has no general tree removal permit for a developed residential lot. Tree rules attach to building and land-use applications and to the two Critical Environmental Areas near Nyack, which do not include Tappan. If you are in the historic area and the work touches walls, fences or the streetscape, check with the Town's building office.
Can an old tree be saved instead of removed?
Often. Cabling, bracing, crown reduction and removing dead wood can add years to a sound old tree. An ISA-certified arborist can test for decay and tell you honestly whether the tree is worth saving.
How much does crane tree removal cost in Tappan?
Published 2026 New York ranges put crane removals over a house at about $2,000 to $3,500 and up; very large trees, long setups or road closures push past that.
Who owns the tree between the sidewalk and Main Street?
Trees in a road right-of-way belong to the road's owner: the Town for town roads, Rockland County or New York State for county and state routes. Ask before trimming or removing one.
