What clearing jobs look like in Rockland
- Brush and overgrowth clearing. Taking back a yard from vines, multiflora rose, Japanese knotweed, small trees and saplings. Usually done with saws, a brush cutter or forestry mulcher, and a chipper; little or no soil disturbance.
- Yard expansion. Removing a band of trees and brush at the back of a lot to gain lawn, a play area or sun for a garden.
- Clearing for a pool, addition, garage or driveway. Trees out, stumps ground or pulled, and the area prepared for an excavator. This is where permits most often apply.
- Building-lot and acreage clearing. Clearing a vacant lot or a large parcel before construction, under a site plan or subdivision approval.
What land clearing costs (2026)
HomeGuide's 2026 figures put land clearing at about $1,200 to $8,000 per acre, depending on how thick the growth is, the size of the trees, slope and what happens to the wood and stumps. Light brush on flat ground is at the low end; mature woods on a Rockland hillside with rock near the surface is at the top or beyond. Individual large trees in a clearing job are often priced like regular removals ($600 to $2,200 each for medium and large trees), and stumps at $100 to $400 each, unless they are pulled out with an excavator as part of grading. Mulching brush on site is usually cheaper than chipping and hauling it away. See the full Rockland cost guide.

Permits: clearing is regulated more than tree removal
Many Rockland codes that leave a single tree alone do regulate clearing, grading and soil moving. A few examples, each with its source in our Rockland permit table:
- Clarkstown (New City, Nanuet, Congers, Valley Cottage, West Nyack, Bardonia): more than one 8-inch tree per 5,000 sq ft in three years, trees on steep slopes, in wetlands or within 25 ft of a drainageway, and trees tied to construction need a tree removal permit, often with a tree preservation plan.
- Chestnut Ridge: a Village Engineer permit for any land disturbance (filling, excavation, regrading, stripping).
- Airmont: a soil removal permit for moving soil or changing grade (small topsoil moves excepted).
- Wesley Hills and New Hempstead: clearing permits for larger trees on vacant lots, far from the house on big lots, or near lot lines before a CO.
- Pomona, Montebello and Sloatsburg: tree permits with yearly limits that make bulk clearing a Planning Board or permit matter.
- Towns of Haverstraw and Stony Point, and Orangetown: tree rules tied to building permits and site plans; clearing a lot ahead of a Planning Board application is treated as a violation in Orangetown.
Wetlands, streams, slopes and stormwater
Rockland is full of small streams and wetlands. Clearing in a state-regulated freshwater wetland or its 100-foot adjacent area can need a DEC permit, and town codes add their own stream and wetland setbacks. Construction that disturbs one acre or more generally needs coverage under New York's SPDES stormwater general permit with an erosion and sediment control plan. On steep Rockland lots (Nyack, Piermont, Pomona, Sloatsburg, the Ramapo ridges), leaving stumps and roots in place and mulching the cleared ground right away helps prevent washouts.
Doing it right
- Mark your property lines first; clearing a neighbor's or a park's trees by mistake is expensive (New York lets owners recover up to three times a tree's value).
- Ask whether the crew will mulch on site, chip and haul, or leave logs, and whether stumps are ground or pulled.
- Avoid clearing during bird nesting season where you can, and keep a few healthy trees for shade and slope stability.
- Hire a company with a Rockland County home improvement contractor license and insurance, and get the permit question answered in writing before work starts.
Land clearing questions
How much does it cost to clear a lot in Rockland County?
HomeGuide's 2026 figures put land clearing at about $1,200 to $8,000 per acre, depending on density, tree size, slope and debris handling. Large trees and stumps within the area can add to that.
Do I need a permit to clear land in Rockland?
Often, yes. Several towns and villages regulate clearing, grading or soil moving even when single trees are exempt, including Clarkstown, Chestnut Ridge, Airmont, Wesley Hills and New Hempstead. Wetland and stream areas can also need a DEC permit.
Can I clear brush myself without a permit?
Cutting brush and small saplings by hand is generally not regulated, but removing larger trees, pulling stumps or regrading can be. Check your town's rule first.
Is forestry mulching better than clearing and hauling?
For brush and small trees, mulching on site is usually faster and cheaper and protects the soil from erosion. It is not suitable where you need bare ground for building.
